ranks of Marine Officers, particularly in East

Africa, and the China Coast Officers Guild, who

are obviosuly out to press the claims of local

men, might not attain their ends.

I agree that it might be helpful to obtain

semi-officially an opinion from the Mercantile

Marine Department of the Board of Trade. It would

no doubt have been of assistance to them if we

had had the paper of particulars of the post, but

the despatch and enclosures gives some idea of its

duties.
